Burma's so-called "road map to democracy" is facing its first test with the UN urging the military government to allow all parties to take part in an upcoming referendum.
A vote on the army-written constitution is taking place next weekend and it is meant to lead to multi-party elections in 2010, aimed at ending five decades of military rule.
The National League for Democracy is rejecting the charter, which gives the army a quarter of the seats in parliament, and the right to suspend the constitution at will.
