May 31, 2008 - A vengeful Burmese military junta has detained four 'Vote No' campaigners in a military camp located in a remote area in southern Chin state, Burma in the aftermath of the referendum to approve the draft pro-military constitution.
The detained campaigners are Aung Be from Salowa village, Hla Myint Aung from Kinwa village and Tu Lin and Ko Htet from Leite village in Paletwa Township.
The quartet were arrested by Burma Army troops on May 7 while they were distributing pamphlets urging voters in Chinletwa village in Paletwa Township to reject the new charter drafted to perpetuate and legitimize military rule in Burma.
The villagers residing around Chinletwa villages tried to bail the detainees out. They are yet to be produced in the township court.
"We are approaching a commander of the military camp in Chinletwa and trying to bail them out with Kyat 300,000 for each detainee," a village headman from Chin state said on condition of anonymity.
In an initial attempt to bail the detainees out, the villagers paid the money they collected. The village headman did not mention how much was collected from villages near Chinletwa's. The money went to grease the palms of Captain Thang Cing Thang of the Light Infantry Battalion (20) from the military outpost based in Tura Ai village in Paletwa Township.
According to referendum watch groups in Chin state, voters from several areas in Chin state had overwhelmingly rejected the draft constitution in the referendum held on May 10.
However, the regime announced that 92 percent of the voters in Burma endorsed the military's new constitution

US defence secretary accuses junta of causing Burmese deaths

The American defence secretary Robert Gates has accused the Burmese junta of causing tens of thousands of deaths by stopping foreign aid from reaching cyclone victims.
"Our ships and aircraft awaited approval so they could act promptly to save thousands of lives - approval of the kind granted by Indonesia immediately after the 2004 tsunami and by Bangladesh after a fierce cyclone last November," Mr Gates said in Singapore.
"With Burma the situation has been very different - at a cost of tens of thousands of lives.
"Many other countries besides the United States also have felt hindered in their efforts. Despite these obstructions, we continue to get help into Burma, and remain poised to provide more."
However, Mr Gates said the US would not forcibly bring supplies into the country despite the difficulties posed by the junta.
"It's not been us that have been deaf and dumb in response to the pleas of the international community, but the government of Myanmar," he said. "We have reached out, they have kept their hands in their pockets."
His comments are the latest salvo in a rancourous argument between the junta and the outside world over the aid and recovery effort. International aid agencies say Burma stopped them from getting to the worst affected areas in the Irrawady delta and refused to let them distribute crucial supplies of aid.
The junta has also accused the West of delivering the wrong sort of aid, with a state-run newspaper saying the Burmese could do without "bars of chocolate", a foodstuff that agencies have not distributed.
"Many other countries besides the United States also have felt hindered in their efforts," Mr Gates said. "Despite these obstructions, we continue to get help into Burma, and remain poised to provide more."
He said it would be "unacceptable" for the government to turn refugees out of camps in the Irrawady delta towns of Bogale and Labutta on the pretext that the emergency phase was over.
"People need to be assisted in the settlements and satisfactory conditions need to be created before they can return to their place of origin," said Terje Skavdal, head of the UN's humanitarian affairs office.
He also complained aid efforts faced "bureaucratic hindrance" and exhorted the junta to let 30 Red Cross staff to be allowed into the country.

Ms. Sung Tin Par, a famous singer in Burma will lead a team comprising three singers from Burma. Well known Mizo singers Mami Valte and Mimi Lallianzami will travel with Mizoram "Lelte Weekly" editor Editor Pu C. Dinthanga.
A series of concerts for famine victims in Burma will be organized by a relief group called Chin Famine Emergency Relief Committee (CFERC) based in Mizoram state.
"The purpose is to raise fund for victims of famine, locally known as 'Muatam', from among Chin migrant workers who are working in Thailand, Malaysia and Singapore," Pu Chan Thawnga, chairman of CFERC said.
He also said that 10 percent of the fund from the concerts will be allotted to survivors of Cyclone Nargis that killed over 100,000 and left 2.5 million homeless in the delta region of Burma.
Bamboo flowering caused the near famine like situation and the food crisis in areas along the Indo-Burma border since last year. Bamboo flowers attract rats in hordes which multiply and destroy crops and paddy stocks in villages in Chin state. People are facing acute shortage of food.
"We need to send the aid to affected areas as soon as possible because the people urgently need help. Some villagers have nothing. They are at starvation point. They are surviving by eating only 'Zam' (sweet potato) found in the jungle," Pu Chan thawnga told Khonumthung News last week.
Even 'Zam' is difficult to find in the jungle now as almost all villagers residing in the areas mainly depend on it for their daily meal.
The repressive Burmese regime, instead of helping the people who are in need of food, confiscated and banned the flow of aid from religious faith organizations in some areas of Chin state.
CFERC was set up by Chins living in Mizoram with the aim of raising funds and to facilitate the flow of aid received from Chins and other donors around the world for helpless people in Chin state.

In desperate times, Burmese turn to their monks

It is a scene Myanmar's ruling generals are unlikely to see played out for themselves: As a convoy of trucks carrying relief supplies, led by Buddhist monks, passed through storm-devastated villages, hungry children and homeless mothers bowed in supplication and respect.
"When I see those people, I want to cry," said Sitagu Sayadaw, 71, one of Myanmar's most respected senior monks.
At his makeshift clinic in this village near Bogalay, an Irrawaddy Delta town 120 kilometers, or 75 miles, southwest of Yangon, hundreds of villagers left destitute by Cyclone Nargis arrive each day seeking the assistance they have not received from the junta or international aid workers.
They paddle for hours on the stormy river, or carry their sick parents on their backs through the mud and rain - all traveling from kilometers around to reach the one source of help they know they can always depend on: Buddhist monks.
The May 3 cyclone left more than 134,000 dead or missing and 2.4 million survivors grappling with hunger and homelessness. Recently, people who had taken shelter at monasteries or gathered on roadsides waiting for aid to arrive were being displaced again, this time by the junta, which wants them to stop being an embarrassment to the government and return to their villages "for reconstruction." UN officials said Friday that refugees were also being evicted from government-run camps.
But they have little left of their homes and find themselves almost as exposed to the elements there as their mud-coated water buffaloes. Meanwhile, outside aid is slow to arrive, with foreign aid agencies gaining only incremental access to the hard-hit Irrawaddy Delta and the government impounding cars of some private Burmese donors.
"In my entire life, I have never seen a hospital. I don't know where the government office is. I can't buy anything in the market because I lost everything to the cyclone," said Thi Dar. "So I came to the monk."
With tears welling in her eyes, the 45-year-old woman pressed her hands together in respect before the first monk she saw at Sitagu's clinic and told her story. The other eight members of her family were killed in the cyclone. She now felt suicidal but no longer had anyone to talk with. The other day, word reached her village that a monk had opened a clinic 10 kilometers upriver. So on Thursday, she got up early and caught the first boat going upstream.
Nay Lin, 36, a volunteer doctor at the Kun Wan clinic, one of the six emergency clinic shelters Sitagu has opened in the delta, said: "Our patients suffer from infected wounds, abdominal pains and vomiting. They also need counseling for mental trauma, anxiety and depression."
Since the cyclone, the Burmese have become even closer to the monks while their alienation from the junta grows. This bodes ill for the government, which brutally cracked down on thousands of monks when they took to the streets last September appealing to the generals to improve conditions for the people.
Village after storm-hit village, it is clear who has won people's hearts.
Some monks died with people in the storm. Now, others console the survivors while sharing their muddy squalor.
While the government has been criticized for obstructing the relief effort, the Buddhist monastery, the traditional center of moral authority in most villages here, proved to be the one institution people could rely on for help.
Monasteries in the delta - those still standing after the storm - were clogged with refugees. People went there with donations or as volunteers. Monasteries that served as religious centers, orphanages and homes for the elderly were now also shelters for the homeless.
"The monks' role is more important than ever," said Ar Sein Na, 46, a monk in the delta village of That Kyar. "In a time of immense suffering like this, people have nowhere to go except to monks."
Kyi Than, 38, said she had traveled 25 kilometers by boat to Sitagu's camp.
"Our village monk died during the storm. I felt so good today having my first chance to talk to a monk since the storm. Monks are like parents to us," she said. "The government wants us to shut up, but monks listen to us."
Faced with the country's deadliest natural disaster in recent memory, senior monks have organized their own relief campaigns.
Every day, their convoys head down delta roads. A leading figure in these efforts is Sitagu, whose name invariably draws words of reverence or a thumbs-up sign here.
"Meditation cannot remove this disaster. Material support is very important now," Sitagu said. "Now in our country, spiritual and material support are unbalanced."
Trucks of rice, beans, onions, clothes, tarpaulins and cooking utensils, donated from all over Myanmar, pulled into Sitagu's International Buddhist Missionary Center in Yangon from early morning on. Each day, shortly after dawn, a convoy of trucks or a barge on the Yangon River departs for the delta, loaded with relief supplies and volunteers.
Among villagers here, Sitagu appeared to command as much authority as the pope among Roman Catholics. As he sat on a wooden bench in his field headquarters, people lined up to pay their respects. Villagers came to present lists of their most urgent needs. Monks from outlying villages came asking for help to repair their temples. Rich families from towns knelt before him and donated bundles of cash.
However, like other senior monks here he must strike a careful balance. He has the moral duty to speak out on behalf of his suffering people but he must also protect his social programs and hospitals, which provide free medical care to the destitute in a country whose government views such private undertakings as a reproof.
But, speaking at his shelter as an afternoon monsoon rain drummed against the roof, Sitagu sounded frustrated with the government.
"In my country, I cannot see a real political leader. General Than Shwe's 'Burmese way to democracy?"' he said, referring to the junta's top leader. "What is it?"
He defended the monks' uprising last September, saying the government's failures to provide "material stability" for the people undermined the monks' ability to provide "spiritual stability."
Among monks interviewed in the delta and Yangon, there was no sign of imminent organized protests.
Still, a 40-year-old monk at Sitagu's camp said that "monks are very angry" about the government's recent move to evict refugees from monasteries, roadside huts and other temporary shelters, even while the state-run media are filled with stories of government relief efforts. "The government doesn't want to show the truth."
A young monk in the Chaukhtatgyi Paya monastery district in Yangon predicted trouble ahead. "You will see it again because everyone is angry and everyone is jobless," said the monk, who said he joined the September "saffron revolution" and had a large gash over his right eye from a soldier's beating to show for it.
A monk from Mon State in southern Myanmar, who was visiting the delta to assess the damage and arrange an aid shipment, said: "For the government, these people are no more than dead animals in the fields."
The simmering confrontation between the two pillars of Myanmar life today - the military and the Buddhist clergy - was evident at the village level after the cyclone.
Shortly after the storm, a monk in Myo Thit, a village 30 kilometers from Yangon, walked around with a loudspeaker inviting victims to his monastery and asking people to donate. The monk had to stop, villagers said, after a township leader affiliated with the government threatened to confiscate the loudspeaker.
The interdependence between monks and lay people is age-old. Monks receive alms - food, medicine, clothes, cash to buy books - from the laity. In return, they offer spiritual comfort. In villages without government schools, a monastic education is often the only one available for children.
"There is a relationship of reciprocity between monks and the lay people," said Desmond Chou, a Burmese-born scholar of comparative religion in New Delhi. "If a fire breaks out in a Myanmar village, it is usually the monks, not firefighters, who arrive first to rescue the people."

A monk from Mon State in southern Myanmar, who was visiting the delta to assess the damage and arrange an aid shipment, said: "For the government, these people are no more than dead animals in the fields."
The simmering confrontation between the two pillars of Myanmar life today - the military and the Buddhist clergy - was evident at the village level after the cyclone.
Shortly after the storm, a monk in Myo Thit, a village 30 kilometers from Yangon, walked around with a loudspeaker inviting victims to his monastery and asking people to donate. The monk had to stop, villagers said, after a township leader affiliated with the government threatened to confiscate the loudspeaker.
The interdependence between monks and lay people is age-old. Monks receive alms - food, medicine, clothes, cash to buy books - from the laity. In return, they offer spiritual comfort. In villages without government schools, a monastic education is often the only one available for children.
"There is a relationship of reciprocity between monks and the lay people," said Desmond Chou, a Burmese-born scholar of comparative religion in New Delhi. "If a fire breaks out in a Myanmar village, it is usually the monks, not firefighters, who arrive first to rescue the people."

The state newspaper has condemned donors for demanding full access to the worst-hit areas as a precondition for distributing aid money.
The government has also started to evict destitute families from government-run cyclone relief centres.
The United Nations, Terje Skavdal, says the UN has asked Burma to keep the settlements open.
"We do not endorse premature return to areas where there are no services," he said.
"People need to be assisted in their settlements and satisfactory conditions need to be created before they return to their place of origin.
"Any forced or coerced movement of people is simply unacceptable."

Burma begins mass evictions from cyclone camps

Burma's junta has started evicting destitute families from government-run cyclone relief centres, apparently out of concern the 'tented villages' might become permanent.
Locals and aid workers said there were 39 camps in the immediate vicinity of Kyauktan, 30 kilometres south of Rangoon, being cleared out as part of the wave of evictions.
"It is better that they move to their homes where they are more stable," a government official said at one camp where people were told to clear out by 4:00pm (local time).
"Here, they are relying on donations and it is not stable."
Twenty-one-year-old trishaw driver Kyaw Moe Thu he trudged out of the camp with his five brothers and sisters.
"We knew we had to go at some point but we had hoped for more support," he said.
They had been given 20 bamboo poles and some tarpaulins to help rebuild their lives in the Irrawaddy Delta, where 134,000 people were left dead or missing by Cyclone Nargis on May 2.
Four weeks after the disaster, the United Nations says fewer than one in two of the 2.4 million people affected by the cyclone have received any form of help from either the Government, or international or local aid groups.
Frogs, not chocolate
The junta has also lashed out at foreign aid donors, saying cyclone victims did not need supplies of "chocolate bars" and could instead survive by eating frogs and fish.
The New Light of Myanmar newspaper, a government mouthpiece, also warned that foreign relief workers could snoop inside homes, and condemned donors for linking aid money to full access to the hardest-hit regions in the Irrawaddy Delta.
The tirade came as the junta tightened its political grip on the country, extending democracy leader Aung San Suu Kyi's house arrest and announcing that its new constitution has been enacted.
The regime says the charter will pave the way for democratic elections in two years, but dissidents say it will only enshrine military rule.
Despite the harsh statements in official media, aid agencies say they have had some success in receiving visas and securing access to the delta, which suffered the brunt of the May 2-3 storm that left 133,000 dead or missing.
An assessment team from the Association of Southeast Asian Nations (ASEAN) was set to arrive in Rangoon on Friday (local time) for a nearly two-week mission to determine how best to help the 2.4 million survivors in desperate need of food, shelter and medicine.
After several days of praising the work of the United Nations and charities, the regime's official newspaper renewed its attacks on foreign aid and insisted Burma could survive without outside help.
"The Government and the people are like parents and children," the paper said.
"We, all the people, were pleased with the efforts of the Government."
The paper said that granting free access for aid workers in the delta means donors "are to be given permission to inspect all the houses thoroughly at will".
Burma needs $US11 billion to recover from the storm, but donors have pledged just $US150 million so far, it said.
"Myanmar [Burmese] people are capable enough of rising from such natural disasters even if they are not provided with international assistance," the newspaper said.
"Myanmar people can easily get fish for dishes by just fishing in the fields and ditches," the paper said.
"In the early monsoon, large edible frogs are abundant. The people [of the Irrawaddy Delta] can survive with self-reliant efforts even if they are not given chocolate bars from [the] international community," it added.
No aid agencies are known to have actually provided chocolate bars to victims of Cyclone Nargis, which struck the impoverished country four weeks ago.
The UN's World Food Program gives rice, beans and special high-energy biscuits designed to provide nutrition to people without regular food supplies.
The United Nations estimates that about one million people in the delta are still without emergency aid.
The military regime drew international outrage for three weeks of delays in allowing foreign aid workers access to the delta region, although the United Nations said all of its staff had now been granted visas.
The official newspaper also took a swipe at a world monetary organisation for refusing to give aid - apparently a reference to the World Bank, which has said no loans could be given because Burma has not been repaying its debts.
It also criticised countries for maintaining sanctions on the regime despite the cyclone devastation.

Frogs, not chocolate
The junta has also lashed out at foreign aid donors, saying cyclone victims did not need supplies of "chocolate bars" and could instead survive by eating frogs and fish.
The New Light of Myanmar newspaper, a government mouthpiece, also warned that foreign relief workers could snoop inside homes, and condemned donors for linking aid money to full access to the hardest-hit regions in the Irrawaddy Delta.
The tirade came as the junta tightened its political grip on the country, extending democracy leader Aung San Suu Kyi's house arrest and announcing that its new constitution has been enacted.
The regime says the charter will pave the way for democratic elections in two years, but dissidents say it will only enshrine military rule.
Despite the harsh statements in official media, aid agencies say they have had some success in receiving visas and securing access to the delta, which suffered the brunt of the May 2-3 storm that left 133,000 dead or missing.
An assessment team from the Association of Southeast Asian Nations (ASEAN) was set to arrive in Rangoon on Friday (local time) for a nearly two-week mission to determine how best to help the 2.4 million survivors in desperate need of food, shelter and medicine.
After several days of praising the work of the United Nations and charities, the regime's official newspaper renewed its attacks on foreign aid and insisted Burma could survive without outside help.
"The Government and the people are like parents and children," the paper said.
"We, all the people, were pleased with the efforts of the Government."
The paper said that granting free access for aid workers in the delta means donors "are to be given permission to inspect all the houses thoroughly at will".
Burma needs $US11 billion to recover from the storm, but donors have pledged just $US150 million so far, it said.
"Myanmar [Burmese] people are capable enough of rising from such natural disasters even if they are not provided with international assistance," the newspaper said.
"Myanmar people can easily get fish for dishes by just fishing in the fields and ditches," the paper said.
"In the early monsoon, large edible frogs are abundant. The people [of the Irrawaddy Delta] can survive with self-reliant efforts even if they are not given chocolate bars from [the] international community," it added.
No aid agencies are known to have actually provided chocolate bars to victims of Cyclone Nargis, which struck the impoverished country four weeks ago.
The UN's World Food Program gives rice, beans and special high-energy biscuits designed to provide nutrition to people without regular food supplies.
The United Nations estimates that about one million people in the delta are still without emergency aid.
The military regime drew international outrage for three weeks of delays in allowing foreign aid workers access to the delta region, although the United Nations said all of its staff had now been granted visas.
The official newspaper also took a swipe at a world monetary organisation for refusing to give aid - apparently a reference to the World Bank, which has said no loans could be given because Burma has not been repaying its debts.
It also criticised countries for maintaining sanctions on the regime despite the cyclone devastation.

Burma's junta has started evicting destitute families from government-run cyclone relief centres, apparently out of concern the "tented villages" might become permanent.
"It is better that they move to their homes where they are more stable," a government official said at one camp where people have been told to clear out by 4pm (1830 Sydney time). "Here, they are relying on donations and it is not stable."
Locals and aid workers said there were 39 camps in the immediate vicinity of Kyauktan, 30 kilometres south of Rangoon, being cleared out as part of the wave of evictions.
"We knew we had to go at some point but we had hoped for more support," 21-year-old trishaw driver Kyaw Moe Thu said as he trudged out of the camp with his five brothers and sisters, the youngest of whom is just two-years old.

State-run media decried donors for only pledging up to $US150 million ($157 million) - a far cry from the $US11 billion the junta said it needed to rebuild.
The Burma Ahlin newspaper, a government mouthpiece, said cyclone victims from the hardest-hit areas could get by without foreign handouts.
"People from the Irrawaddy delta can survive on their own, even without bars of chocolate donated by the international community," it said, adding they can live on "fresh vegetables that grow wild in the fields and on protein-rich fish from the rivers".
The reference to chocolate bars appeared to be metaphorical. No aid agency is known to be distributing chocolate, which would not be practical in the country's tropical heat.
Paul Risley of the UN's World Food Program, which is directing the effort for emergency food supplies, said his agency provides rice, ready-to-eat meals of rice and beans and high-energy biscuits.
The newspaper commentary also slammed an unnamed monetary institution, saying its refusal to help cyclone survivors was "an act of inhumanity".
World Bank Managing Director Juan Jose Daboub said last week that the bank would not extend any financial aid or loans to Burma because it has not paid its debts for a decade.
The article said the same countries that criticised Burma for not opening its door to aid workers were being stingy with relief aid. It appeared to single out the United States without naming it.
"There is one big nation that extended economic sanctions on Burma even before it was known that a powerful cyclone was going to strike," it said.
Nevertheless, in an apparent sign that the isolationist government planned to keep its promise to allow in humanitarian workers from all countries, the United Nations reported that dozens of visas had been approved for international relief workers to enter the country.
The last 45 pending visas were granted to UN staffers, while Save the Children, Doctors Without Borders and the UN Children's Fund - UNICEF - have sent more than 14 workers in recent days into the delta region, a UN statement said.
Japan, which has so far donated $US13 million in aid, sent a 23-member medical team to the country today, the Foreign Ministry said in Tokyo.
The junta only agreed to allow foreign aid workers in after UN Secretary-General Ban Ki-moon met with leader Senior General Than Shwe last weekend.

မြန္ျပည္နယ္အတြင္း စစ္အစိုးရက ဆႏၵခံယူပြဲကာလအတြင္း မဲဆႏၵရွင္ျပည္သူမ်ားအေပၚ ဥပေဒ ႏွင့္မညီညြတ္ဘဲ အတင္းအၾကပ္ ဖိအားေပးခဲ့ပုံႏွင့္ပတ္သက္၍ ႏိုင္ေအာင္မေငးက “ထင္ထင္ ရွားရွား အခ်က္က က်ေနာ္တို႔ေဒသမွာ မဲပံုးကို ျပည္သူေတြရဲ႕ေရွ႕မွာ မဖြင့္ဘူး၊ မဲလာေပးတဲ့ လူကိုလည္း ေထာက္ခံမဲထည့္ရမယ္လို႔ ၿခိမ္းေျခာက္တယ္၊ ကန္႔ကြက္မဲေပးရင္ မိမိဘာသာမိမိ ေျဖရွင္းရမယ္လုိ႔ ေျပာတယ္၊ တကယ္ဆႏၵမဲအစစ္အမွန္မဟုတ္ဘဲ မိသားစုတခုလုံးမွာ တေယာက္တည္းလာထည့္လို႔ရတယ္ဆိုၿပီး လုပ္ေဆာင္ခဲ့တဲ့ သက္ေသအေထာက္အထားေတြ ရွိပါတယ္”ဟု ေျပာဆိုသည္။
မြန္ျပည္သစ္ပါတီအေနျဖင့္ မိမိတို႔ျပည္သူကို ကိုယ္စားျပဳသည့္ ပါတီတရပ္ျဖစ္ၿပီး မြန္အမ်ဳိးသား မ်ားကို ဦးေဆာင္ေနသည့္ လက္နက္ကိုင္အဖြဲ႔အစည္းျဖစ္သည့္အတြက္ မိမိတို႔အမ်ိဳးသားမ်ား အတြက္ မားမားမတ္မတ္ ရပ္တည္သြားမည္ဟု ႏိုင္ေအာင္မေငးက ေျပာသည္။
မြန္ျပည္သစ္ပါတီသည္ ၁၉၉၄ ခုႏွစ္တြင္ စစ္အစိုးရႏွင့္ အပစ္ခတ္ရပ္စဲခဲ့ၿပီးေနာက္ အမ်ိဳးသား ညီလာခံသို႔ တက္ေရာက္ခဲ့ၿပီး အထူးဖိတ္ၾကားသင့္သည့္ ကိုယ္စားလွယ္အစုအဖြဲ႔တြင္ ပါဝင္ကာ ဖြဲ႔စည္းပုံဆိုင္ရာ အႀကံျပဳခ်ုက္မ်ားကို အျခားအပစ္ခတ္ရပ္စဲထားသည့္ တိုင္းရင္းသား လက္နက္ ကိုင္အဖြဲ႔မ်ားႏွင့္အတူ ညီလာခံေကာ္မရွင္သုိ႔ တင္ျပခဲ့ရာ အသိအမွတ္မျပဳ ပယ္ခ်ျခင္း ခံခဲ့ရသည္။
ထုိ႔ေနာက္ပိုင္းတြင္ ညီလာခံသို႔တက္ေရာက္ေနသည့္ ကိုယ္စားလွယ္အဆင့္မွ ေလွ်ာ့ခ်ကာ ေလ့လာသူအျဖစ္သာ ေစလႊတ္ခဲ့ၿပီး စစ္အစိုးရက ယခုႏွစ္ ဧၿပီ (၉) ရက္ေန႔တြင္ ဖြဲ႔စည္းပုံ အေျခခံဥေပဒ ဆႏၵခံယူပြဲက်င္းပမည္ဟု ေၾကညာၿပီးေနာက္ပိုင္းတြင္လည္း ကန္႔ကြက္မဲထည့္ရန္ မြန္ျပည္သူမ်ားအား တိုက္တြန္းခဲ့သည္။
စစ္အစိုးရအေနျဖင့္ တိုင္းရင္းသား လက္နက္ကိုင္အဖြဲ႔အစည္းမ်ားႏွင့္ အပစ္ခတ္ရပ္စဲၿပီးေနာက္ ပိုင္း အမ်ိဳးသားညီလာခံအတြင္း အဆုိပါအဖြဲ႔မ်ား၏ ဒီမိုကေရစီေရးႏွင့္ တိုင္းရင္းသားတို႔၏ တန္းတူေရးဆိုင္ရာ တင္ျပခ်က္မ်ားကို အႀကိမ္ႀကိမ္ျငင္းပယ္ခဲ့ၿပီး ယခု တဖက္သတ္ အတည္ျပဳ သည္ဆိုသည့္ အေျခခံဥပေဒကို ေရးဆြဲခဲ့သည္။

Burma's embattled military junta lashed out at offers of foreign aid this morning, claiming the 2.4million people affected by Cyclone Nargis “can survive on self-reliance without chocolate bars donated by foreign countries".
An editorial in an army-run also accused the international community of being stingy.
It noted that the United Nations' £100 million "flash appeal" was still a long way from being full nearly four weeks after the disaster, which left 134,000 dead or missing.
The level of aid stands in stark contrast to the 2004 Indian Ocean tsunami, when outside governments promised £1 billion within a week of the disaster.
"Burma needs about £5.5 billion. The pledging amounted to over £75 million, less than the £100 million mentioned by UN Secretary-General Ban Ki-moon as emergency aid," it added.
"There is one big nation that even extended economic sanctions on Myanmar although it had already been known that Myanmar was in for a very powerful storm," it said, referring to the United States.
The tone of the editorial is at odds with recent praise of the UN relief effort, but follows criticism of the junta's extension on Tuesday of the five-year house arrest of opposition leader Aung San Suu Kyi.
US President George W. Bush said he was "deeply troubled" by the extension and called for the more than 1,000 political prisoners to be freed.
The State Department said it would not affect US cyclone aid, but a top U.S. commander said warships laden with aid would leave waters near the delta if they did not get a green light soon.
France, which diverted a naval vessel to the Thai island of Phuket where it would offload aid supplies, demanded the immediate release of Suu Kyi, who has now spent nearly 13 of the last 18 years in prison or under house arrest.
"France calls on the Burmese authorities to free without delay Ms Aung San Suu Kyi, the leaders of the opposition and political prisoners, notably those who have been arrested in recent days," the Foreign Ministry said.
Suu Kyi's National League for Democracy won a 1990 poll by a landslide only to be denied power by the military, which has ruled the impoverished country for 46 years.

The situation remains dire for many survivors in the delta, the "rice bowl of Asia" in the days before what was then Burma won independence from Britain in 1948.
The army has started to bury bodies in communal graves, villagers said, although there has been no official word on plans to dispose of the thousands of bodies that still litter the fields and waterways.
Bodies are grotesquely bloated or rotting to the bone and covered in swarms of flies. The stench of death remains strong.
"The soldiers told everyone to shoo, to go away," one woman said at a communal burial site in Khaw Mhu, 25 miles southwest of Yangon, where soldiers covered bodies in "white powder" and then concreted over them.
In Dedaye, also in the delta, a boatman said there were around 40 or 50 dead bodies in one waterway.

"We did the burial ourselves. If I know the dead person, I'll bury his body. If he knows the other dead person, he'll bury it."
Three weeks after the cyclone's 120 mph winds and sea surge devastated the delta, the UN says it is slowly being given more access, with all its staff with pending visas requests being granted permission to enter the country.
However, getting aid and access to the delta remains a very different proposition. The latest assessment from the UN's disaster response arm suggests fewer than half of victims have had any help from "local, national or international actors".
Witnesses say many villages have received no food, clean water or shelter, and farmers are struggling against huge odds to plant a new crop to avoid long-term food shortages.
"We have only until June to plant the main rice crop," one farmer called Huje said in the village of Paw Kahyan Lay, 25 miles south-west of Yangon.
"Our fields are flooded with salt-water and we have no water buffalo to plough with," the 47-year-old said, standing with his daughter in the ruins of their home.

MONTREAL, Canada (AP) -- Canadian women are being asked to volunteer their undergarments in an international effort to shame Myanmar's ruling junta into giving citizens greater access to humanitarian aid and human rights.
Organizers launched the Canadian edition of the Panties for Peace! campaign this week with a call for women to send their underwear to the Myanmar embassy in Ottawa.
The campaign plays off regional superstitions that contact with women's panties can sap a man's power.
Activists claim the fear is shared by the leaders of the country's military regime.
Spearheaded by a pro-democracy group based in Thailand, the campaign was launched in the fall to draw attention to human rights abuses against women in the country.

Junta warns southern Mon state of fresh cyclone (Breaking news)

The Burmese junta has issued a fresh cyclone warning to the people in southern Mon state. The cyclone may hit over three days.
Today the authorities in Mon state made the announcement and setup a warning telecommunication machines in some of the rural areas.
"Authorities told us a storm or a cyclone will pass our area on May 29, 30 and 31. They have hoisted green, yellow and red flags. If they hoist a red flag, all the people should run away," a Mudon resident explained.
The military regime sent relief teams in some coastal villages in Mudon Township. Some coastal villagers from Ba-lough moved with food to higher land.
"People are scared. Some people have moved to the village monastery. Tonight they are sleeping in the monastery," a Pa-nga villager from Thanpyuzayart told IMNA.
On May 3, some coastal villages in southern Mon State were lashed by the cyclone and some farmlands were destroyed by tidal waves.

RANGOON: Police have begun clearing roads of thousands of cyclone survivors in Burma's Irrawaddy Delta whose desperation has reduced them to begging for food from passing cars.
Most of the 2.4 million people in need of food, shelter and medicine have yet to receive any international aid, according to the UN. Volunteers from Rangoon and other cities have been driving to villages to deliver aid themselves.
But police are warning volunteers against making donations, and have threatened to suspend their driving licences.
"Aid goods should be given out at relief centres only," one officer told a volunteer trying to give food to cyclone victims.
"The people should learn to feed themselves. They should return to their homes. We do not want foreigners to think we are a country of beggars."
Police say they are trying to ensure the safety of the crowds of people who are lining the region's few roads. Desperation has grown so intense that hundreds of people stampede every passing car.
Six foreign staff based in Rangoon with the UN children's fund, UNICEF, were allowed by the junta to join teams of mainly Burmese workers to assess the scale of the devastation from Cyclone Nargis, which left 133,000 dead or missing.
Other charities such as Doctors Without Borders were also sending foreign staff into the delta.
"We're very pleased that we've been able to get international colleagues out" into the delta, a UNICEF spokeswoman, Shantha Bloemen, said in Bangkok.
Police, soldiers and immigration officers have staged roadblocks to question foreigners on the main route from Rangoon into the devastated town of Dedaye in the delta, which bore the brunt of the cyclone.
Police in Rangoon also yesterday detained 15 members of Aung San Suu Kyi's National League for Democracy as they marched to her home ahead of the annual deadline for renewal of her house arrest.
The group was shoved into a truck by riot police after 30 of her party marched from their headquarters to Ms Suu Kyi's home, where she has been under house arrest for more than 12 of the past 18 years.
Security was stepped up around Ms Suu Kyi's home as the junta faced an annual deadline to decide whether to extend her current period of house arrest or release her. Most analysts expect her detention to be extended again this year.
The Indonesian Foreign Minister, Hassan Wirayuda, urged the junta to release Ms Suu Kyi, in light of the goodwill the world has shown in recent weeks. But in the aftermath of the cyclone, the anticipated extension has drawn little other international attention.

ၿပီးခဲ့တဲ့ တနဂၤေႏြနဲ႔ ကုလသမဂၢနဲ႔ အာဆီယံအသင္းႀကီးက ကမကထျပဳ ႀကီးမႉးက်င္းပခဲ့တဲ့ အလႉရွင္မ်ားညီလာခံမွာ ထုတ္ျပန္ခဲ့တဲ့ ေၾကညာခ်က္မွာေတာ့ သန္းနဲ႔ခ်ီတဲ့ မုန္တုိင္းဒုကၡသည္ေတြကိုကူညီဖို႔ အေမရိကန္အေနနဲ႔ အေထာက္အပံ့ပစၥည္းေတြနဲ႔အတူ ကၽြမ္းက်င္တဲ့ ကယ္ဆယ္ေရးလုပ္သားေတြ ကမ္းလွမ္းထားတဲ့အေၾကာင္း အေမရိကန္ ႏုိင္ငံျခားေရးဌာနက ထပ္ေလာင္းေျပာဆုိခဲ့ပါတယ္။
မုန္တုိင္းဒဏ္သင့္ေဒသေတြမွာ ႏုိင္ငံတကာကယ္ဆယ္ေရးအဖြဲ႕ေတြ လာေရာက္ကူညီခြင့္ျပဳမယ္လို႔ ျမန္မာစစ္အစုိးရက ၿပီးခဲ့တဲ့အပတ္က ကတိျပဳထားတဲ့အတုိင္း ဒါကို ခ်က္ခ်င္း အေကာင္အထည္ေဖာ္ဖို႔ကိုလည္း အဲဒီေၾကညာခ်က္မွာ ေဖာ္ျပထားပါတယ္။
အမ်ားေ၀ဖန္ခံေနရတဲ့ ျမန္မာစစ္အစုိးရရဲ႕ ဖြဲ႕စည္းအုပ္ခ်ဳပ္ပုံအေျခခံဥပေဒကို အတည္ ျပဳႏုိင္ေရးအတြက္ မုန္တုိင္းဒဏ္သင့္ေဒသေတြမွာ ေရႊ႕ဆုိင္းထားတဲ့ လူထုဆႏၵခံယူပြဲကို ျမန္မာစစ္အစိုးရက ၿပီးခဲ့တဲ့စေနေန႔က အၿပီးသတ္ ဆႏၵေကာက္ယူခဲ့တဲ့အေပၚမွာလည္း စိတ္ပ်က္မိတဲ့အေၾကာင္း ဒီေၾကညာခ်က္ထဲမွာ ဆက္လက္ေဖာ္ျပထားပါတယ္။
