မဇၩိမသတင္းဌာန ျမန္မာ ဝဘ္ဆိုဒ္ စာမ်က္ႏွာေပၚတြင္ မတ္လ ၂၇ ရက္ေန႔မွ စတင္ကာ ယေန႔ ေန႔လယ္ပိုင္းအထိ စစ္တမ္းတရပ္ ေကာက္ယူလာရာ ဆႏၵျပဳသူေပါင္း ၆ဝ၂၈ ဦးအနက္ နအဖ ဥပေဒမူၾကမ္းကို ကန္႔ကြက္သူ ၅ဝ၃၄ ဦး (၈၃ ဒႆမ ၆ ရာခုိင္ႏႈန္း) ရွိျပီး ေထာက္ခံသူ ၅၈၄ ဦး (၉ ဒႆမ ၇ ရာခုိင္ႏႈန္း) သာ ရွိသည္။ သေဘာထားမေပးသူ ၄ဝ၃ ဦး (၆ ဒႆမ ၇ ရာခုိင္ႏႈန္း) ရွိသည္။

ကြန္ျပဴတာ တခုတည္းကိုသာအသုံးျပဳလ်ွင္ ဆႏၵျပသူသည္ တေန႔လွ်င္ တခါသာ ဆႏၵျပဳခြင့္ရွိသည့္ အြန္လို္င္း စစ္တမ္းကို ေျဖဆိုခဲ့သူ အမ်ားစုမွာ ျပည္ပတြင္ ေနထိုင္သူမ်ား ျဖစ္သည္။

ေကာင္းစြာ နားလည္သူ ၁၁၁၄ ဦး (၂၇ ဒႆမ ၉ ရာခုိင္ႏႈန္း)၊ အနည္းငယ္ နားလည္သူ ၉၂၈ ဦး (၂၃ ဒႆမ ၂ ရာခုိင္ႏႈန္း) ႏွင့္ လံုးဝ နားမလည္သူ ၁၉၅၅ ဦး (၄၈ ဒႆမ ၉ ရာခုိင္ႏႈန္း) ရွိသည္။

ထူးျခားသည္ကေတာ့ အေျခခံဥပေဒ မူၾကမ္းႏွင့္ ပတ္သက္၍ သိလိုသူႏွင့္ စိတ္မဝင္စားသူ အခ်ဳိးအစား တူညီနီးပါး ျဖစ္ေနသည္။

အေျခခံ မူၾကမ္းႏွင့္ ပတ္သက္၍ သိခ်င္သူ ၁၆၈၇ ဦး (၄၁ ဒႆမ ၃ ရာခုိင္ႏႈန္း)၊ စိတ္မဝင္စားသူ ၂၃၉၇ ဦး (၅၈ ဒႆမ ၇ ရာခုိင္ႏႈန္း) ရွိသည္ဟု ဆႏၵသေဘာထား ေပးခဲ့ၾကသည္။

မဇၩိမ ျမန္မာဝဘ္ဆိုဒ္ကို ဖတ္ရႈသူမ်ားအနက္ စကၤာပူ၊ အေမရိကန္၊ ထိုင္း၊ မေလးရွား တို႔က အစဥ္လိုက္ အမ်ားဆံုးျဖစ္ျပီး ျမန္မာႏိုင္ငံမွ တက္ေရာက္ဖတ္ရႈသူ အေရအတြက္က ပဥၥမလိုက္သည္။

အြန္လိုင္းစစ္တမ္းႏွင့္ တယ္လီဖုန္းျဖင့္ ျပဳလုပ္ေသာ ျမန္မာျပည္တြင္းရွိ လူမ်ားထံမွ ဆႏၵေကာက္ယူမႈသည္ ကြာျခားမႈမ်ား ရွိသည္။ အေစာပိုင္းက ေကာက္ခံခဲ့ေသာ တယ္လီဖုန္းမွတဆင့္ ျပည္တြင္း ဆႏၵျပဳသူမ်ားက ေထာက္ခံရမလား၊ ကန္႔ကြက္ရမလား မဆံုးျဖတ္ႏိုင္ေသးဘဲ ရွိေနသည္။

Mekong nations to form rice price-fixing cartel

Thailand's prime minister, Samak Sundaravej, says his country has agreed in principle to form a rice price-fixing cartel with Burma, Laos, Vietnam and Cambodia, as costs of the staple grain soar.

The grouping of Mekong nations will be similar to the oil cartel OPEC, and will be called the Organisation of Rice Exporting Countries (OREC).

Prime Minister Samak says Thailand will help the other countries with technical support to improve their production for export.

Thailand is the world's largest rice exporter, and shipped an estimated 9.5 million tonnes of rice overseas last year.

Rice prices have soared this year because of higher fertiliser costs, droughts, the loss of farmland and speculation by commodity traders.

Villagers forced to do repairs on the hydropower dam project

Junta authorities in Namkham township, Northern Shan State, have been forcing villagers to repair the collapsed bank of the Shweli Hydropower Dam Project which is established on the Shweli River, according to a reliable local source.

On 21 April, Man Tat based commander from Light Infantry Battalion 144, Captain Kyaw Than ordered villagers of Wangmeng, Hangkarm, Hinlong, Kawngkart and Wiangkang village tracts to repair the collapsed bank of the Shweli Hydropower Dam Project.

On 24 April, a villager from Kawngkart village tract ran away from the project but the authorities caught him and beat him until the blood came out from the body. Afterwards, the rest of the villagers also were beaten and given punishments.

"We did nothing wrong and we did not run away, but we were beaten too," said a villager in anonymity. "If we don’t' have people in our family to work there, we have to pay Kyat 10, 000 ($10)."

There were over 350 people from 5 village tracts at the project. The authorities announced that 70 people from each village tract were required to go to the project site. The junta is still eager to call more people for the repairing project, the source said.

The project was signed between Burmese Ministry of Electric Power and Chinese Yunnan Machinery Equipment Import and Export Company Limited (YMEC) in 2002. It was started in 2003, and the installed capacity of the project will be 600MW. The actual power supply will be 174.8 MW; the annual power output 4,033 GWh. The electricity will be transmitted to both Burma and China through 230 KV and 220 KV cables, according to a report from Palaung Youth Network Group.

The Shweli River, known by Shans and Palaungs as the Mao, is a main tributary of the Irrawaddy. Its sources lie in China's Yunnan province at 11,000 feet above sea level. The river runs past Burma's Muse and Namkham and flows into the Irrawaddy north of Mandalay. The project is near Man Tat village, 17 miles southwest of Namkham, Northern Shan State.

Pre-marked Ballots Issued in Burmese Referendum

Advance voting for the constitutional referendum began this week in Myawaddy Township, Karen State, amid allegations that some voters were issued ballots that had already been ticked “Yes” by polling station staff, according to sources in Karen State.

A worker from Myawaddy Township said that the authorities had already prepared ballot papers with a √ already marked in the square on the ballot where voters are asked to mark a √ for “Yes” or a X for “No” to the junta’s draft constitution.

“I was given the ballot already marked—my duty was just to put it in the ballot box,” he said.

According to a local resident, advance voting began on Monday for five wards in Myawaddy Township, near the Thai-Burmese border. Polling stations are being overseen by staff from the Ward/Village Peace and Development Council, he said.

A vendor who lives in Ward 3 in Myawaddy said that all the people who were invited to vote in advance were in possession of temporary identity cards.

“I was asked to vote in advance by our ward’s authorities, but when I went to the polling station to cast my vote I couldn’t, because the ballot papers had run out,” she said.

“Thousands of people have already voted,” she added, noting that the advance voting was due to continue until May 8.

Advance voting is a process whereby the voter can cast their vote on a single day or a series of days prior to an election. Advance voting often takes place by mail and is usually facilitated to allow people who live abroad to vote.

Meanwhile, government ministries are compiling lists of their respective civil servants and their family members who are eligible to vote with instructions that they must vote “Yes,” according to a family member of an official from the Ministry of Transport.

“Each civil servant and their family members have to vote ‘Yes.’ If they fail to go to the polling station or if they vote ‘No,’ their official position will be affected,” she said, adding that civil servants were to vote at separate polling stations from other voters.

According to a source close to the Ministry of Home Affairs, the ministry authorities have been collecting signatures from members of the police force that pledge them to vote “Yes” in the constitutional referendum.

Meanwhile, the Burmese Ministry of Information has instructed all Rangoon-based weekly journals to publish the government-backed “Vote Yes!” campaign logo on their respective journals’ back pages in full color, said a publisher in Rangoon.

The Burmese government has not yet revealed the registers of eligible voters in each township sub-commission, nor has it announced the locations of polling stations.

The Burma Border Consortium, an alliance of non-governmental organizations, has appealed for an emergency fund—an additional US $7.5 million (237 million baht)—to provide food to the refugees on the Thailand-Burma border.

Following the recent increase in rice prices, the alliance has asked worldwide donors to provide extra funds on top of its US $16 million annual budget to provide food supplies to refugees living in nine camps along the border.
Sally Thompson, the TBBC deputy director, told The Irrawaddy on Wednesday, “The rice price has gone up over 100 percent since January adding $7.5 million to our cost of food for refugees. So, if we are unable to find additional funding, then we will have no option but to reduce the food basket to refugees.”

According to TBBC figures, there are an estimated 145,000 Burmese refugees living in the nine camps along the Thailand-Burma border.

Due to the fall in US currency exchange rates, the TBBC has already cut some donations to refugees, including mosquito nets and camp building materials, she said.

Thompson said the TBBC has received an additional 800,000 Euros (US $1.2 million) from the Netherlands and Ireland so far.

Some reports have suggested that the budget restrictions may require the refugees to help provide for their needs. Thai authorities may have to consider allowing refugees to work outside the camps for their survival, Thompson said.

She said the TBBC negotiated with the Thai government in 2005 in order to increase opportunities for refugees in the camps, such as allowing them to seek outside jobs as well as allowing greater outside educational opportunities for youth in the camps.

However, Thompson said the Thai policy of not allow refugees to work outside the camps remains the same.

Meanwhile, Robert Htwe, the chairman of the Karen Refugee Committee, said, “People who are registered in the camp have had no problems with food until now. But, newcomers who haven’t registered don’t receive food supplies.” He said no new refugees are being admitted to the camps.

The majority of refugees along the Thailand-Burma border are ethnic Karen and Karenni, followed by Chin, Kachin, Mon, Burmese and Muslims.

Few gains for press freedom

An annual survey of media freedom has reported a mixed picture in East Asia - with some losses and some gains.

The US-based Freedom House organisation says China tightened some restrictions in 2007, but also tolerated more investigative journalism into cases of official corruption.

The report noted gains last year in Thailand and Malaysia, but said Vietnam and Laos continue to fare poorly.

It ranked North Korea as the world's most restricted media environment.

"Moderate breakthroughs"

Freedom House reported that China made some progress in 2007 in allowing investigative journalists to carry out their work - in cases including corruption and enforced child labour.

But it said these gains were offset by "an elaborate web of regulations and laws", which allowed the tightening of media control and internet restrictions in China.

Freedom House said the Burmese media environment remained among the most tightly restricted in the world during 2007, with conditions worsening in August and September due to the crackdown on pro-democracy demonstrations.

As many as 15 journalists were detained during the unrest.

The report said Vietnam had reversed some of the gains in press freedom that had been made in 2006, with a crackdown on dissident writers.

It said the country's fledgling community of online pro-democracy writers was targeted by the government - with six cyber-dissidents imprisoned within one week in May.

Freedom House says press freedom has declined in the world overall.

Finland and Iceland are described as the world's freest media environments.

Myanmar says Aung San Suu Kyi to remain under detention

BANGKOK (Thomson Financial) - Myanmar will not release opposition leader Aung San Suu Kyi, Thai Prime Minister Samak Sundaravej said Wednesday after talks with his counterpart from the military-run country.

Samak said Prime Minister General Thein Sein confirmed to him that the junta would not release the Nobel peace laureate, who has spent most of the past 18 years under house arrest or in jail.

Samak also confirmed that Aung San Suu Kyi would be barred from elections under a draft constitution which is being put to a referendum on May 10.

Samak said the general had reiterated that after the referendum, Myanmar would set up political parties to contest elections the junta says will be held in 2010.

The referendum will be the first balloting in Myanmar since 1990, when Aung San Suu Kyi led her National League for Democracy to a landslide victory, which was never recognised by the military rulers.

Thailand, which is one of the biggest investors and trading partners in Myanmar, opposes sanctions and says putting pressure on the junta to change is counterproductive.

Ethnic Groups Reject ‘Ammunition for Rebels’ Report

Burma’s ethnic groups operating along Thai-Burma border have rejected a Thai newspaper report suggesting a cache of ammunition found in Northern Thailand could have been intended for their forces.

The report, in Wednesday’s issue of the English-language daily Bangkok Post, said 800 rounds of ammunition had been found near Chiang Mai, hidden in fertilizer sacks.

Leaders of the Karen National Union (KNU), the Karenni National Progressive Party (KNPP) and the Shan State Army-South (SSA-S) all rejected the report. SSA-S spokesman Hseng Murng, said it was unethical and accused the Bangkok Post writer of “fawningly reporting for Burma military junta.”

Burmese political commentator Aung Naing Oo suggested the “baseless report” linked the discovery of the ammunition and the visit to Bangkok by Burmese Prime Minister Gen Thein Sein.

Thai military experts told the Bangkok Post that the ammunition was of a caliber previously used by the Thai army but now employed by armed ethnic minorities in operations along the Thai-Burmese border.

The discovery of the ammunition follows two bomb incidents in Chiang Mai this month. On April 25, army experts defused an explosive device found on a city street. Two weeks earlier, a bomb was used in a raid on a bank on the same street.

Thailand, Burma Wrap Up Business Deals

The visit of the Burmese prime minister to Thailand to discuss dozens of business deals between the neighboring countries has damaged Thailand’s image in the international community, say human rights groups.

The Thai Action Committee for Democracy in Burma, the Peace for Burma Network and the Peaceway Foundation issued a statement on Monday saying the business and investment agreements between the two governments will benefit business interests rather than the Burmese and Thai people and help to support the dictatorial military regime

“The political discussion focused on ‘national interests’ such as hydro-electric dam projects on the Salween River and soft loans to the Burmese government, and they are not aimed at the interests of all Thai and Burmese citizens,” the statement said.

Burmese Prime Minister Thein Sein’s visit comes one month after Thai Prime Minister Samak Sundaravej visited Burma. Thein Sein is scheduled to return to Burma on Thursday.

Samak said on Wednesday that high level delegations discussed 13 issues focusing on agricultural deals, agriculture production technology and energy. A memorandum of understanding on contract-farming cooperation between the two countries was signed.

Others issues included the Thai development of the Burmese port of Tawai, the improvement of Burmese highways designed to enhance transportation between China, Laos, Burma and Thailand’s Kanchanaburi Province.

Thailand has major natural gas development deals with Burma in the Gulf of Andaman, in addition to hydro-electric dam projects. China is a joint developer on the hydro-electric projects.

Samak said the prime minister said Burma was taking steps to move toward democracy, including the constitutional referendum on May 10 and a general election scheduled to be held in 2010.

Samak told journalist that he did not see anything wrong with democracy icon Aung San Suu Kyi being detained under house arrest.

“They don’t want [her] to get involved in politics,” he said, according to a report in The Nation, a Thai language newspaper, on Wednesday. “The international community might be upset about the idea, but I see nothing wrong as the proposed constitution prohibits those who were married to foreigners from politics. That’s the [nature of] quasi-democracy.”

Human rights groups urged the Thai government to delay its mega-dam projects in Burma, and to play a stronger role within Asean to urge the Burmese junta to move toward democracy and human rights.

Thai Foreign Minister Noppadon Pattama said Thailand offered its condolences over the death of 54 Burmese illegal migrant workers earlier this month, who died of suffocation in a container truck while being smuggled into the country. The survivors will be deported to Burma.

Thai PM jokes that neighbor Myanmar's draft constitution offers a '50 percent democracy'

Thailand's prime minister joked Wednesday that neighboring Myanmar is striving to become a "50 percent democracy" because the ruling junta's draft constitution would keep detained opposition leader Aung San Suu Kyi from elected office.

Myanmar's people will vote in a May 10 referendum on a proposed constitution that critics say is a sham designed to cement military rule.

One clause effectively bars Suu Kyi from power by stating that no one married to a foreigner can hold elected office. Suu Kyi, whose late husband was British, is under house arrest and has been detained for 12 of the past 18 years.

"They will not release her. They're keeping her on the shelf," Thailand's notoriously outspoken Prime Minister Samak Sundaravej joked while speaking to reporters after meeting with Myanmar's Prime Minister Lt. Gen. Thein Sein in Bangkok.

"This is the way of a 50 percent democracy," Samak said.

Thein Sein was in Thailand on a three-day visit and discussed the referendum with Samak.

"Myanmar's prime minister said they are holding the referendum on the constitution because they want the world community to know that Myanmar is a democracy lover," Samak said on behalf of Thein Sein, who declined to speak to reporters.

Myanmar has been under military rule since 1962. The current junta says the constitution will pave the way for elections in 2010.

Myanmar's main opposition party, Suu Kyi's National League of Democracy, has urged voters to reject the draft charter.

Opponents have staged scattered, mostly low-profile protests against the draft charter but harassment of pro-democracy activists and restrictions on freedom of speech have made a mass movement difficult.

According to Samak, Thein Sein said that once the constitution is approved the government will allow political parties to "form and develop. Those parties will run in elections, and after elections the military will pull out of politics."

Despite his joking, Samak reiterated Thailand's "support for the referendum and their efforts toward establishing democratic rule."

Myanmar's leaders "are confident they will be able to create political parties and politicians in two years," Samak said.

Samak's government has publicly voiced support for Myanmar's military-backed draft constitution in spite of criticism from the United Nations and many Western countries.

Samak said that Thailand offered to have its election commissioners help manage the Myanmar referendum, but that Thein Sein did not respond.

The junta has also ignored the U.N.'s offers to send international election observers to oversee the referendum.

ျမန္မာစစ္အစိုးရ ၀န္ႀကီးခ်ဳပ္ ဗိုလ္ခ်ဳပ္ႀကီးသိန္းစိန္၏ ထုိင္းႏုိင္ငံ ခရီးစဥ္အတြင္း လာမည့္ ေမလ (၁၀) ရက္ လူထုဆႏၵ ခံယူပြဲႏွင့္ ပတ္သက္၍ ေ၀ဖန္ ေျပာၾကားရန္ ျငင္းဆန္ခဲ့ေသာ္လည္း ၂၀၁၀ ျပည့္ ႏွစ္ ျမန္မာစစ္အစိုးရ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရး ပါတီႀကီး (၃) ခုသာ ၀င္ေရာက္ ယွဥ္ၿပိဳင္မည္ ျဖစ္သည္ဟု ထုိင္း၀န္ႀကီးခ်ဳပ္ စမတ္က ယခုကဲ့သို႔ ေျပာၾကားျခင္းျဖစ္သည္။


၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ယွဥ္ၿပိဳင္ခြင့္ရမည့္ ႏုိင္ငံေရးပါတီႀကီး (၃) ခုမွာ မည္သည့္ ပါတီမ်ားျဖစ္သည္၊ အန္အယ္လ္ဒီပါတီ ယွဥ္ၿပိဳင္ခြင့္ ရွိမရွိ ဆုိသည္ကုိမူ ထုိင္း၀န္ႀကီးခ်ဳပ္က ရွင္းရွင္းလင္းလင္း ေျပာၾကားခဲ့ျခင္း မရွိေပ။

သို႔ေသာ္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရးပါတီႀကီး သုံးေလးခုသာ ယွဥ္ၿပိဳင္ခြင့္ ရမည္ ျဖစ္ၿပီး ၉၀ ေရြးေကာက္ပြဲမွာကဲ့သို႔ ပါတီမ်ား အမ်ားအျပား ၀င္ေရာက္ယွဥ္ၿပိဳင္ခြင့္ ရွိမည္မဟုတ္ဟု အေစာပုိင္းတြင္ တစညပါတီ ေျပာခြင့္ရ ပုဂၢိဳလ္ ဦးခင္ေမာင္ႀကီးက ေျပာခဲ့သည္။

မၾကာခင္က ရန္ကုန္ တစညပါတီ သတင္းစာရွင္းလင္းပြဲတြင္ ႀက့ံဖြံ႕ကုိ ႏုိင္ငံေရးပါတီ အသြင္ေျပာင္း မည္ဟု ဦးခင္ေမာင္ႀကီး ေျပာခဲ့သည့္အတြက္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ တစညပါတီႏွင့္ ႀကံ့ဖြ႔ံတို႔ ပါ၀င္ႏုိင္မည္ဟု ယူဆစရာရွိေၾကာင္း ရန္ကုန္ ႏုိင္ငံေရး အသုိင္းအ၀ုိင္းက ေျပာသည္။

၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ အန္အယ္လ္ဒီ ပါ၀င္ယွဥ္ၿပိဳင္ရန္ အလားအလာႏွင့္ ပတ္သက္၍ အန္အယ္လ္ဒီ ေျပာခြင့္ရပုဂၢိဳလ္ ဦးဥာဏ္၀င္းက ယခုကဲ့သို႔ ေျပာသည္။

၎က “က်ေနာ္တို႔ အခု ထိုင္း၀န္ႀကီးခ်ဳပ္ ေျပာတဲ့စကားကို အမွန္အတိုင္းေျပာမယ္၊ နားကို မလည္ ဘူး။ ဘာလို႔ နားမလည္သလဲဆိုေတာ့ ဖြဲ႔စည္းပုံအေျခခံဥပေဒလည္း အတည္မျဖစ္ေသးဘူူး။ အတည္ျဖစ္မွသာ ဒီေရြးေကာက္ပြဲကို သြားမွာ။ အခုလို ႀကိဳၿပီးေတာ့ ေျပာတဲ့အဓိပၸာယ္လည္း နားမလည္ဘူူး။ ႏိုင္ငံေရး ပါတီ (၃) ခု ဆိုတာနဲ႔ ပတ္သက္ၿပီးေတာ့လည္း အခုလို မပြင့္မလင္း ေျပာေနတာနဲ႔ က်ေနာ္တို႔က ဒီအေပၚမွာ မွတ္ခ်က္ေပးလို႔ မရပါဘူး။ အဲဒီလုိ ျဖစ္ခဲ့ရင္လည္း အဲဒီအခ်ိန္ၾကမွ ေျပာပါရေစခင္ဗ်ာ၊ မေရမရာ ေျပာေနတဲ့အေပၚမွာ က်ေနာ္တို႔ တစုံတရာ ေျပာရင္ ေနာက္တေန႔က်ေတာ့ အဲဒီ မေရမရာဟာ ေနာက္တမ်ဳိးျဖစ္သြားရင္ က်ေနာ္တို႔ မေကာင္းဘူး ေပါ့ဗ်ာ” ဟု ေျပာသည္။

၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရးပါတီႀကီး (၃) ခုသာ ယွဥ္ၿပိဳင္ခြင့္ ေပးမည္ဆုိသည့္ ထုိင္း၀န္ႀကီးခ်ဳပ္ စမတ္၏ ေျပာဆုိခ်က္ႏွင့္ ပတ္သက္၍ ေခတ္ၿပိဳင္က ေမးျမန္းရာတြင္ စည္းလုံး ညီၫြတ္ေသာ တိုင္းရင္းသားမ်ား မဟာမိတ္အဖြဲ႕ (UNA ) က ယခုကဲ့သို႔ ေျပာသည္။

UNA မွ ဇိုမီးအမ်ဳိးသားကြန္ဂရက္ဥကၠ႒ ပူက်င့္ရွင္းထန္က “ဒါကေတာ့ လုံး၀မတရားတာ၊ ျပည္ ေထာင္စုျမန္မာႏိုင္ငံမွာ ဒီမိုကေရစီ မရိွဘဲနဲ႔ သူတို႔ စစ္အာဏာရွင္ကေနၿပီးေတာ့ လုပ္ခ်င္ေနတယ္ ဆိုတာ တကယ္ပဲ အမွန္ျဖစ္သြားမွာေပါ့။ အခု အေျခခံဥပေဒအတိုင္းဆိုရင္လည္း ျပည္နယ္ေတြကို လုံး၀ ဂ႐ုစိုက္တာ မရိွေတာ့ဘူူး၊ သူတို႔ အခု တင္ျပေနတဲ့ အလံေတာင္ၾကည့္ပါလား။ အဲဒီအထဲမွာ ၾကယ္တပြင့္ပဲရိွတယ္၊ က်န္တဲ့ၾကယ္ေတြ လုံး၀မရိွေတာ့ဘူး၊ ေႂကြက်သြားၿပီ။ အဲေတာ့ ပါတီ (၃) ခု ေလာက္ဆိုလို႔ရိွရင္ေတာ့ က်ေနာ္တို႔ ထင္တာက ႏွစ္ပါတီဟာ သူတို႔ပါတီျဖစ္မယ္၊ တပါတီက လူထု ပါတီျဖစ္မယ္။ အဲဒီေနရာမွာ ျပည္နယ္ကိုယ္စားျပဳတဲ့ ပါတီရယ္လို႔ မရိွေပမယ့္ အန္အယ္လ္ဒီ ရိွရင္ ေတာ့ ေတာ္ပါေသးတယ္လို႔ ဆိုရမွာပါ။ က်ေနာ္တို႔ တုိင္းရင္းသားေတြကို အတင္းေခ်ဖ်က္တာပါပဲ၊ လုံး၀ကို ပိတ္ပင္ထားတဲ့ သေဘာျဖစ္သြားတာေပါ့ဗ်ာ။ အဲဒါကေတာ့ အင္မတန္မွ ၀မ္းနည္းစရာ ေကာင္းတဲ့အခ်က္ပဲလို႔ က်ေနာ္ယူဆရမွာပါ” ဟု ေျပာသည္။

ျမန္မာစစ္အစိုးရအေနနွင့္ ႀကံ့ဖြံကုိ ႏုိင္ငံေရးပါတီအျဖစ္ ေျပာင္းရန္ တရား၀င္ မေၾကညာေသး ေသာ္လည္း တစညပါတီကိုမူ ျပည္တြင္း၌ လြတ္လပ္စြာ စည္း႐ုံးခြင့္ေပးထားသည္ဟု ေခတ္ၿပိဳင္က စုံစမ္းသိရသည္။

Junta directs tour operators to monitor tourists

New Delhi – An over cautious Burmese military junta is not taking any chances in the run up to the referendum and is taking all the precautions it can think off. It has directed tour operators to monitor and take responsibility of tourists recommended to obtain 'Visa on Arrival'. Stern action would be initiated if the tour operators do not oblige.

In a notice issued by the Burmese Ministry of Hotels and Tourism to Myanmar tour operators association, it instructed tour operators to ensure that tourists, whom it recommend for 'Visa on Arrival', should not be involved in any kind of political activities.

The letter, a copy of which is with Mizzima, said, Burma is conducting a referendum to approve its draft constitution on May 10. "And in order to ensure that the referendum is successfully conducted all tour operators must ensure that foreign tourists do not get embroiled in the political process."

Tour operators from May 1 to 15 must ensure that tourists stick to the four categories of tourism allowed by the ministry - Leisure tourism, Business Concentrated tourism, Regular Business travel and Special Interest tourism, that includes Eco-tourism, Cultural tourism, and Agro-tourism.

"Respective tour companies would be held accountable if tourists, whom they recommend, should create unwanted administrative and security problems," said the letter, signed by retired Lt-Col Yan Naing on behalf of the Minister.

The notice was send to the Myanmar Tour Operators Association by the Burmese Ministry of Hotels and Tourism on April 21, 2008.

While the letter does not mention restricting tourists from traveling to Burma during the month of May, a tour company spokesman in Rangoon said there are only a few tourists, who have bookings to travel into the country in May.

This, however, coincides with rumours that the Burmese government has imposed restrictions in issuing visas to tourists.

However, an official of the Burmese Ministry of Hotels and Tourism, denied the rumors saying visa application procedures remain the same and that it continues to issue several visas as well as 'Visa on Arrival'.

Despite the official's denial, a tourist in Thailand, who applied for an entry visa at the Burmese embassy in Bangkok said the procedures have been slightly modified and that it requires personal interviews before the embassy issues visas.

The tourist said obtaining a Burmese visa, now requires proving that the applicant has a clean record and has to sign a pledge stating that the tourist does not have any connection with political activities.

According to a tour company in Burma, to obtain a 'Visa on Arrival' one needs at least two weeks of advance booking.

Thailand Adopts New Guidelines To Tackle Human Trafficking

BANGKOK (AFP)--Thailand Wednesday adopted new guidelines to combat the increasing problem of human trafficking in the kingdom, where 54 Myanmar migrant workers were found suffocated to death on a truck in April.

Thousands of people from Myanmar illegally cross the border into Thailand each month seeking a better-paid job but often end up exploited by employers.

"Because we have a long borderline with our neighboring countries and there are difficulties in the economic situation of those countries, there have been influxes of people coming into our country and they have been exploited," said labor ministry deputy permanent secretary Pornchai Yooprayong.

"We will act in every possible way to support our personnel to implement the operational guidelines we are signing today," Pornchai told reporters as the labor and social development ministries signed the new guidelines.

The document, produced in conjunction with the International Labour Organisation (ILO), establishes a coordinated response where trafficking is suspected and the rescue of exploited workers is required.

It complements a trafficking law that comes into effect on June 5, which builds on an existing law to penalize exploitative employers.

Saisuree Chutikul, an independent adviser to the process, said it was important the guidelines were now acted upon and a training program established.

"These are just words and they easily die. So can we make this a living document and put it into real practice?" she said.

The focus on human trafficking comes after 54 Myanmar migrant workers were found dead in a cold storage container on a truck on April 9 in the border province of Ranong as they were smuggled over the border.

ILO sub-regional director Bill Salter said: "I would urge both ministries to implement these guidelines without delay." Exploitation of trafficked workers was worst among domestic servants and in the fishing, seafood processing, agriculture and construction industries, he said.

However, Salter and Saisuree acknowledged Thailand could only succeed in stamping out the problem with increased help from the Myanmar authorities, which have abandoned a memorandum of understanding on trafficking previously agreed with the Thai government.

Saisuree said she hoped the agreement could be reactivated this week during a visit by six senior Myanmar government officials to Thailand.

About 540,000 migrant workers are registered to work in Thailand, most of them from Myanmar, according to the labor ministry, but as many as one million undocumented workers are believed to be in the kingdom.

Mekong Nations To Form OPEC-style Rice Cartel

BANGKOK (AFP)--Thailand's prime minister said Wednesday his country had agreed in principle to form a rice price-fixing cartel with Myanmar, Laos, Vietnam and Cambodia as costs of the staple grain rocket.

The grouping of Mekong nations would be similar to the oil cartel OPEC, and would be called the Organisation of Rice Exporting Countries (OREC).

"I have talked with Myanmar and invited them to join the rice exporting countries cartel, which will include Vietnam, Laos and Cambodia, to fix the price," Premier Samak Sundaravej told reporters.

He said Myanmar's Prime Minister General Thein Sein, in Thailand for an official visit, had agreed to join, even through the military-ruled nation was not currently a large rice exporter.

"Thailand will help them in terms of technical support to improve their production for export," Samak said.

Samak said Vietnam, Laos and Cambodia had also agreed to join, and Thai Foreign Minister Noppadon Pattama said OREC should begin meeting soon.

Thailand is the world's largest rice exporter, and shipped an estimated 9.5 million tonnes of rice overseas last year.

World rice prices have soared this year, a trend blamed on higher energy and fertiliser costs, greater global demand, droughts, the loss of rice farmland to biofuel plantations, and price speculation.

International demand for Thai rice has soared after other top exporters Vietnam and India imposed limits on exports to ensure domestic supply.

Thailand has repeatedly insisted it will not limit exports, but on Tuesday the government announced it was releasing its stockpile of 2.1 million tonnes into the domestic market to keep prices stable.

UWSA တာဝန္ရွိသူမ်ားအေနႏွင့္ ယခု ေျခခံဥပေဒ အတည္ျပဳ ဆႏၵခံယူပြဲကို အမွန္တကယ္ စိတ္ဝင္စားျခင္းမရွိ ဟုလည္း UWSA အဖြဲ႕ႏွင့္ နီးစပ္သူမ်ားက ေျပာဆုိသည္။

တရုတ္ျမန္မာ နယ္စပ္ အေျခစိုက္ ျမန္မာ့အေရးေလ့လာသူ ဦးေအာင္ေက်ာ္ေဇာကလည္း“ဒီ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္ နဲ႔ပတ္သက္ၿပီး ဘယ္အတိုင္းအတာအထိ ပါဝင္ရမလဲဆိုတာ ဝ ေခါင္းေဆာင္ေတြအေနနဲ႔ အခုထိ မဆုံးျဖတ္ရ ေသးပါဘူး၊ စစ္တပ္အစိုးရဘက္ကလည္း ဝ ကို ဖိအားေပးဖို႔ မလြယ္ဘူး၊ သူတို႔ၾကားမွာ မၾကေသးခင္က ျဖစ္ထား တဲ့ တင္းမာမႈ ရွိေနေသးတယ္”ဟု ရွင္းျပသည္။

KIO အဖြဲ႕သည္ တ႐ုတ္ ျမန္မာနယ္စပ္ လိုင္ဇာ အေျခစိုက္ျဖစ္ၿပီး ၁၉၉၄ ခုႏွစ္ ေဖေဖာ္ဝါရီလ က စစ္အစိုးရႏွင့္ အပစ္အခတ္ ရပ္စဲခဲ့သည့္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕ျဖစ္သည္။

ထုိ႔အတူ မုန္းလား(NDAA-ESS) အဖြဲ႕က အေျခခံဥပေဒ ဆႏၵခံယူပြဲကို သပိတ္ေမွာက္မည္ျဖစ္ၿပီး ကိုးကန္႔အဖြဲ႕ဝင္မ်ား အေနႏွင့္ ဆႏၵမဲေပးေရး မေပးေရးကို ယခုအခ်ိန္အထိ မဆုံးျဖတ္ရေသးေၾကာင္း ဦးေအာင္ေက်ာ္ေဇာက ေျပာ သည္။

မတ္လအေစာပိုင္းတြင္ အာဏာပိုင္မ်ားက မွတ္ပုံတင္ မရွိသူမ်ား ဆႏၵမဲေပးရန္အတြက္ ယာယီသက္ေသခံ ကတ္ျပားမ်ား ထုတ္ေပးရာ၌ KIO , UWSA , DKBA ႏွင့္ NMSP အဖြဲ႕မ်ားမွ မိသားစုဝင္မ်ားကိုလည္း ထုတ္ေပး ခဲ့သည္။

တိုင္းရင္းသား ႏိုင္ငံေရးပါတီ ၁၂ ဖြဲ႕ ေခါင္းေဆာင္မ်ားကမူ ျမန္မာျပည္သူမ်ား မဲ႐ုံသို႔ သြား၍ ကန္႔ကြက္မဲေပးၾကရန္ ႏႈိးေဆာ္သည့္ ေၾကညာခ်က္တေစာင္ ထုတ္ျပန္ထားသည္။

ရန္ကုန္ၿမိဳ႕ အေျခစိုက္ ဇုိမီးအအမ်ိဳးသား ကြန္ဂရက္ ဥကၠဌ ဦးက်င္ရွင္းထန္ကလည္း“ျပည္သူအမ်ားစုက ဒီအေျခခံ ဥပေဒကို လက္မခံဘူးဆုိတာ စစ္အစိုးရက သိပါတယ္၊ ဒါေပမယ့္ လက္မခံလို႔ မဲမေပးဘူးဆိုရင္ သူတို႔ အေျခခံ ဥပေဒက အတည္ျဖစ္ ၿပီးေတာ့ သူတို႔ကပဲ အႏိုင္ရသူေတြျဖစ္သြားမွာပါ” ဟု ေျပာဆိုသည္။

Visiting burma pm offered help

Prime Minister Samak Sundaravej yesterday offered assistance for Burma's coming constitutional referendum to his visiting counterpart Thein Sein, who is unlikely to accept it.

Thein Sein arrived in Bangkok yesterday for his first official visit since he took the post in October. Bilateral issues will make up the bulk of his agenda and the Thai prime minister is unlikely to comment on political developments in junta-ruled Burma.

"I don't think I should say anything on the matter otherwise I will be accused of being Burma's mouthpiece. What I know is that Burma will have a national referendum to endorse the new constitution on May 10 and a general election within the next two years," he said.

The military will withdraw from politics and allow at least three political parties to run in the election, he said. "After the election, Burma will be similar to Thailand 30 years ago, a quasi-democracy," he said.

Samak said he would offer the Burmese help in the referendum if requested.

Thailand offered Thein Sein a warm welcome yesterday as the prime minister hosted an informal dinner at his private residence with Thai food cooked by Samak himself.

The two leaders will have an official meeting on bilateral ties today at Government House. Economic cooperation including transport links between the countries is high on the agenda.

Myanmar's Suu Kyi detention is "OK", says Thai PM

BANGKOK (Reuters) - Thailand has no problem with the prolonged house arrest in Myanmar of opposition leader and Nobel Peace Prize laureate Aung San Suu Kyi, Prime Minister Samak Sundaravej said on Wednesday.

After a meeting in Bangkok with his counterpart from military-ruled Myanmar, Lieutenant-General Thein Sein, Samak said the former Burma's ruling generals had no plans to release 62-year-old Suu Kyi either before or after next month's constitutional referendum.

They are not releasing her, but they will not interfere with her. They will put her on the shelf and not bother with her, which is unacceptable to foreigners," Samak, a vitriolic 72-year-old right-winger, told reporters.

"We think it's OK if she is put on the shelf. But others admire her because of it," he said.

Samak's comments are at odds with Bangkok's standard line that Suu Kyi's release would be welcome as part of moves towards democracy and political reconciliation in its pariah neighbor -- a major supplier of energy to Thailand.

Oxford-educated Suu Kyi, the daughter of independence hero Aung San and as such the icon of the democracy movement, has been under house arrest or in prison for more than 12 of the last 18 years. Her last period of detention stretches back to May 2003.

Her National League for Democracy (NLD) party won a crushing election victory in 1990, with more than 80 percent of the seats, only to see the junta ignore the result and refuse to cede any power.

The current junta is billing the May 10 referendum as a key stage in a seven-step "roadmap to democracy" that should culminate in multi-party elections in 2010, as a replacement to the absolute power wielded by the army since a 1962 coup.

The NLD and Western governments dismiss the roadmap and the army-drafted constitution as a blueprint for the generals cementing their grip on power.

The NLD is leading a "no" campaign against the charter, which gives the army a quarter of the seats in parliament, control of key ministries and the right to suspend the constitution at will.

Thai Foreign Minister Noppadol Pattama said Bangkok did not want to see cheating or intimidation in the plebiscite after reports of opposition campaigners being arrested or beaten.

"The referendum must be credible and be participated in by all sides with a standard that the world community likes to see, and most importantly it must be a free and fair exercise," he told reporters.

Earlier this month, the United States had circulated a draft statement to the United Nations Security Council which said if the May referendum and elections planned for 2010 were to be "inclusive and credible", the junta had to "allow full participation of all political actors," including Suu Kyi, and called on the military to move quickly to a genuine dialogue with her.

Myanmar to designate Singapore, Chinese currencies in trade

Myanmar is deliberating to designate Singapore dollar and Chinese Renminbi yuan as main currencies in its foreign trade transactions in order to facilitate such undertakings of the country, leading local weekly the Yangon Times reported Wednesday.

Myanmar has been using for decades five currencies -- US dollar, Sterling pound, Japanese yen, Swiss Franc and Euro in its foreign trade transactions.

The introduction of the two foreign currencies in three state-run banks will be sought which are Myanma Investment and Commercial Bank (MICB), Myanma Foreign Trade Bank (MFTB) and Myanma Economic Bank (MEB), the report quoted the Ministry of National Planning and Economic Development and the Union of Myanmar Federation of Chambers of Commerce and Industry as saying.

By introducing the use of the two foreign currencies in its foreign trade transactions, Myanmar could overcome some of its difficulties currently encountering in its foreign trade, the report commented.

The transaction of US dollar account were much affected ever since United States' financial sanctions against Myanmar were introduced in 2003.

Myanmar's foreign trade hit nearly $8 billion in 2006-07, registering a record high in 18 years since 1989. The foreign trade during that year was up 42.9 percent from $5.54 billion in 2005-06, enjoying a trade surplus of $2.08 billion.

Such surplus has been gained in the past five consecutive years since 2002-03, before which the country suffered a trade deficit for many years.

Latest statistics show that Myanmar's foreign trade in the first half (April-September) of 2007-08 was up 30.46 percent, reaching $5.049 billion compared with the same period of 2006-07.

2 men arrested in Myanmar after rare bank heist

YANGON - AUTHORITIES in military-ruled Myanmar have arrested two men after a rare bank heist in early April left the supervisor dead and two other staff injured, state media reported on Wednesday.

The New Light of Myanmar, an English-language daily, said the pair had been on the run for 20 days after their raid on the state-owned Myanma Economic Bank in the country's biggest city Yangon.

'The two men were ex-convicts who had committed murder and slashing and were on the run,' the newspaper said.

A bank supervisor died from stab wounds in the April 8 robbery, the paper said, but did not reveal if the two men actually managed to take any money.

'As they found it difficult to live their life, they entered the bank for stealing, but had to scuffle with the bank employees,' the paper said, adding that 'action is being taken against them according to law.'

Although impoverished Myanmar has been at civil war for about six decades, violent crime in Yangon is extremely rare.

Ordinary citizens are not allowed to own weapons, and firearms are strictly controlled by the regime.

In March, five people were killed in execution-style shootings in the wealthy Yangon neighbourhood where democracy icon Aung San Suu Kyi is under house arrest.

The assailants stole about 200,000 dollars worth of goods, and are still believed to be at large. -- AFP

Militants in northeast use drug money to buy arms

GUWAHATI: A flourishing narcotics trade along India’s border with Myanmar has been helping scores of rebel armies get funding for their violent military campaigns, officials here said.

“In India’s northeast, narcotics trade and insurgency are close allies with militants trading in heroin and other forms of drugs to procure arms to continue with their secessionist campaigns,” an Indian intelligence official said on condition of anonymity.

India’s northeast has earned the notoriety of being the launching pad for drug trafficking into the rest of the country with the region sharing borders with the heroin-producing Golden Triangle of Thailand, Laos and Myanmar.


India and Myanmar share a 1,643km unfenced border.
“Poppy grown on the Indian side of the border is transported into Myanmar for refining and the refined heroin either finds its way to Thailand or is routed back into the northeast Indian states of Manipur, Nagaland, Mizoram, and Meghalaya,” the official said.
“The lucrative drugs trade is the primary source of finances for the many rebel groups in the northeast.”
On Sunday, police and army intelligence sleuths in Assam’s main city of Guwahati arrested three militants of the People’s United Liberation Front (PULF), a Manipur-based group, and seized a large quantity of prescription drugs during a raid at a rented house.
“We seized about 27,000 capsules of spasmoproxyvon from the militants. It appears the PULF militants are part of an organised drug syndicate,” Debojit Deuri, additional police chief of Guwahati city, said.
Spasmoproxyvon is a potent analgesic and used by intravenous drug users.
There are about 30 outlawed separatist groups active in the seven northeastern states with demands ranging from secession to greater autonomy and the right to self-determination.
“The porous border with Myanmar is helping the trade in narcotics drugs,” a senior official of the Narcotics and Border Affairs of Manipur said.
Heroin and synthetic drugs illegally trafficked from Myanmar into India’s northeast has led to a rise in drug abuse and an HIV epidemic in the region, a United Nations study said.
“Drug trafficking across the common border of Myanmar and the northeastern state of Manipur, Mizoram and Nagaland occurs with ease. Despite the existence of heavy security, heroin does transit the border and is therefore accessible to the local youths of these states,” a recent report by the United Nations Office on Drugs and Crime (UNODC) and the Indian government said.
“Northeastern states which are distant from the Myanmar border have generally reported fewer episodes of heroin injecting compared to the states which are closer to the border. Thus, there is a direct correlation between proximity to the border and drug abuse,” the report said.
The unabated flow of amphetamines from Myanmar into the northeast is another area where the UNODC expressed concern.
“Myanmar has a significant illicit amphetamine type substance (ATS) manufacturing capacity,” the report said.
“A proxyvon tablet costs Rs2 which is cheaper than cocaine. Addicts dissolve proxyvon in water and then use it intravenously. It dulls the nerves and gives addicts a kick,” S I Ahmed, a community healthcare worker in Assam, said.
“Excessive proxyvon use can lead to ulcers which do not heal, and to even death.”
Indian intelligence officials say there are at least 90 methamphetamine production plants along the Thai-Myanmar border, of which 20 are located in the Sagaing division in Myanmar, adjacent to Manipur state.
A number of frontline Indian militant groups have bases inside Myanmar and operates in tandem with some ethnic rebel groups in the Kachin region.
Experts say Myanmar’s military junta turns a blind eye to drug production and trafficking as a way of ensuring peace among ethnic minority groups, who have been restive for decades. – IANS

Thailand backs Myanmar constitution

Thailand's foreign minister has welcomed Myanmar's upcoming referendum as a "step towards democracy" for the military-ruled country while hosting an official visit by Myanmar's prime minister.

Lt.-Gen. Thein Sein arrived in Thailand on Tuesday at the start of a three-day official visit during which he will meet with senior government officials as well as King Bhumibol Adulyadej.

Thailand is one of the biggest foreign investors in Myanmar as well as being a key trading partner and has resisted efforts by the US and European Union to impose sanctions in order to push for democratic reforms.

Speaking to reporters on Tuesday Noppadol Pattama, the Thai foreign minister, said his government preferred to follow a "constructive engagement" policy towards its neighbour.

Myanmar's May 10 referendum will vote on a draft constitution which the country's military leadership says will pave the way to elections in 2010.

However the process has been labelled a sham by opposition groups who say the process is intended only to tighten the military's grip on power.

The main opposition National League for Democracy (NLD), led by detained Nobel peace laureate Aung San Suu Kyi, is urging voters to reject the referendum.


Under the proposed charter Aung San Suu Kyi will be barred from standing for office because she was married to a foreigner.

Samak Sundaravej, the Thai prime minister, took a less direct line than his foreign minister on Myanmar's referendum, telling reporters: "I don't think I can comment otherwise I will be accused of being Myanmar's mouthpiece".

Instead he compared Myanmar's present political situation to that of Thailand three decades ago "when we had half a democracy".

Samak said he and his Myanmar counterpart are expected to discuss the

referendum, cross-border drug trafficking and illegal immigration.

The problem of illegal immigration into Thailand was highlighted earlier this month when 54 Myanmar migrants suffocated in an unventilated truck while being smuggled into Thailand.

In a separate development on Tuesday the European Union called for an international arms embargo against Myanmar's government and warned of tougher sanctions if the ruling generals fail to improve human rights.

Last Thursday a European Parliament resolution said the existing EU embargo was ineffective because Myanmar's military was still able to purchase supplies from China, Russia and India.

The parliament also called for broader sanctions to prevent Myanmar's generals using European banks or financial services.

EU foreign ministers have expressed concern that Myanmar's constitution would restrict eligibility for high office and said only full participation of all stakeholders, including Aung San Suu Kyi and ethnic groups, would bring reconciliation and stability.

EU governments tightened sanctions on Myanmar after a crackdown on peaceful pro-democracy protests led by Buddhist monks in September.

The protests led to the killing of at least 31 people while 74 are still missing, according to the UN.

Human rights group Amnesty International says more than 700 people are still behind bars over the protests.

Shockwaves in Chiang Mai

The recent discoveries of an ammunition cache and a bomb in Chiang Mai have sent shockwaves throughout the northern capital, as the city is not used to such findings in its backyard.

The discoveries, however, are unlikely to have anything to do with local political conflicts as some have speculated. It is more likely the ammunition was meant for those fighting for independence beyond the northern border.

The cache, containing about 800 bullets for M1 Garand semi-automatic rifles, was possibly destined for the minority rebels fighting the Burmese military government.

The junta said in February that it was organising a constitutional referendum in May to be followed by a general election in 2010.

Opponents have derided the new charter as an alleged ploy by the military government to extend its dominance in politics even further, bar opposition leader Aung San Suu Kyi from public office, and institute legal immunity for members of the junta if and when they are out of power.

The rebels have sworn not to concede an inch of territory under their control near the northern Thai border to the Burmese junta.

Since the new constitution in Burma is only seen as adding more teeth to the junta's already iron-fisted rule, the rebels should brace for a protracted armed battle with the military government.

However, some of the leaders of the Burmese ethnic groups like the Karen National Union (KNU), the Karenni National Progressive Party (KNPP), and the Shan State Army (SSA) say they are not connected in any way to the discovered ammunition.

Last Thursday , about 800 bullets for M1 Garand semi-automatic rifles were found in fertiliser bags near the Saphan Lek bridge crossing on the Ping river.

Military experts said bullets of this type were formerly used by the Thai army. These days only the armed ethnic minorities are known to be using them along the Thai-Burmese border, they said.

The following day, an explosive made from a spray can, with a remote control circuit, was found in a car park in the compound of Wat Saen Fang on Tha Pae road, only about four kilometres from the site of the earlier discovery.

Some observers felt the discovery was a "convenient coincidence" as it came on the eve of a three-day official visit by Burmese Prime Minister Gen Thein Sein to Thailand yesterday.

The arms discovery was apparently aimed at bringing to the fore the dissenting voices of those opposing the May 10 Burmese referendum on a draft constitution proposed by the military junta.

The opponents say they simply do not buy the junta's propaganda that the constitution will serve as a "road map to democracy."

As it happens, pro-democracy activists could not move around freely in Burma, so they use three to four provinces bordering Burma such as Chiang Mai, Chiang Rai, Mae Hong Son and Tak as bases for their public relations exercises.

Some Burmese migrant workers in Thailand are known to have taken part in the anti-junta campaign.

Army intelligence staff do not believe the arms caches were linked to local political activities involving provincial council or municipality elections.

It is very unlikely that competition at the local political level would ever become so fierce as to justify acquisition of so many rounds of ammunition, note security authorities.

The use of brutal force to get rid of rivals was unthinkable and it would only backfire on them.

National politics, especially that related to the contentious charter amendment, has also not reached boiling point as yet, an army source added.

Gourmet Thai PM to cook for Myanmar guest

Thailand's Prime Minister Samak Sundaravej confirmed Tuesday that he would personally cook for his visiting Myanmar counterpart but declined to reveal what delicacy he would be serving up.

"It's secret and Myanmar's government has told me what kind of food Thein Sein doesn't eat," Samak told reporters at Government House before chairing a weekly cabinet meeting.

"I went to buy stuff yesterday morning," he said.

Samak will host a private dinner Tuesday night for the Myanmar prime minister at his residence on the northern outskirts of Bangkok.

Samak is a known connoisseur and previously hosted a cooking programme on Thai television until the channel closed down.

General Thein Sein is due to arrive in Bangkok Tuesday afternoon for a three-day official visit.

He will be officially welcomed and hold bilateral meetings on Wednesday.

Dogs Enlisted for Anti-Referendum Campaign

Sittwe: Unidentified anti-referendum campaigners in Sittwe, the capital of Arakan State, enlisted dogs on Monday for their campaign by hanging posters around the dogs' necks, said one witness.

He said, "I don't know who hung the small posters on the necks of some dogs. I saw a few dogs running in the streets wearing anti-referendum posters."

The posters hung on the dogs were marked only with an 'X' and the word "Against" in Arakanese.

On the ballots in the referendum, an X signals a "no" vote for the proposed constitution. "Everybody easily understood what is meant by the posters when they saw them on the dogs," the witness said.

Some police in Sittwe attempted to take the posters off the dogs, but were unable to because the dogs ran away whenever the police came near.

The resident said, "It was very humorous to the people when they saw police following the dogs to take off the posters. Police chased the dogs, but they would run away."

In Sittwe, as people have been protesting the upcoming referendum in a variety of ways, the authority has been deploying many additional police forces in the city.

It has also been learned that many police are now guarding the streets of Sittwe day and night to prevent anti-referendum activities.

Nasaka Force Deploys Along Border

Cox's bazar: Burmese security forces have been deploying along the border to tighten security in the region for the upcoming referendum, reports a town elder from the border.

He said, "Many Nasaka forces were deployed in evening on Monday in many key places along the Naff River to tighten security in the region after many anti-referendum posters have entered Burma from the neighboring country Bangladesh."

Authorities reportedly believe that opposition activists have brought many anti-referendum posters into Burma from Bangladesh across the Naff River, in an attempt to mobilize people to cast "no" votes in the referendum.

"I heard that there are two reasons for deploying Nasaka forces along the border. The first reason is that many anti-referendum posters have been entering Burma from Bangladesh and the second reason is that some insurgent groups will enter the Maungdaw area to detonate bombs during the referendum period. So the authority has deployed Nasaka forces along the border," he said.

A border source also said all border points along the Naff River have been blocked by Nasaka forces since Monday, and many traders have been unable to travel between Bangladesh and Burma.

A trader from Teknaf said, "Many travelers are now piling up in the border town of Maungdaw as Nasaka forces blocked all entry gates along the Naff River."
